An easy way to make the grades on an outdoor gardeen Railroad is to use 3/8's Dowles and string.
You can buy or rent a laser level to find the median center point of grade for the layout. Mark the beginning dowel at the height you need. Then place the next dowl and subsequent dowels on the right of way 50 inches apart. Using the level, mark the dowel 1/2 inch higher or lower than the stake before and that will be a 1% grade.
